The price of DSLR went down a lot in the last few year. There are many decent cameras under $1000 range. For a beginner, I would recommend the Canon T1i or Nikon D5000 with lense kit ranging from $700-$800 .The D5000 is slightly better in low light condition. You can even try the Canon XSI or Nikon D3000 for lower prices. Look the the review at dpreview.com before making your decision. good luck!
