i only know from personal experiance. Christmas shopping and a store said they were only accepting credit and debit for their gift cards. Well, i only had cash and i was so pissed. I went as far as calling the US Tresury and they explained that they can ask for anything they want for a product, it doesnt have to be cash. They can ask for 5 goats to sell you a car if they wanted.

i was locked out of …
i was locked out of my apartment, the land lord had to walk literaly about 20 feet to unlock my door for me, and charged me 30 bucks, i kept refusing to pay, and he said I would be kicked out, so i gave him 30 dollars in pennies, un rolled, i had them in coffee cans. I know nobody cares, but I got a kick out of sitting the cans of coins down on his table, then just walking out.
