There are several different models of Canon digital cameras for less than that and they all can be totally used manually or auto.

I bought a good Sony for that dollar amount. Did it on eBay, no probs for me. You rock and good luck.

At present the only new DSLR in your budget range will cost at least $450 with a lens. Look on Amazon for such a camera

For less than $350 you are looking at a good used DSLR
